Why Local History Matters
Grand Rapids grew up around the rapids on the Grand River, incorporating as a city in 1850 after French trader Louis Campau founded a trading post there in 1826; its furniture-industry boom later filled river-adjacent neighborhoods with worker housing even as the city's more established residential ground climbed toward higher elevations like Heritage Hill.
What That Means for the Work Today
The Grand River has flooded Grand Rapids repeatedly -- 1904 and 1905, then 1947 and 1948, then most recently April 2013, when the river crested at 21.85 feet -- and the city's own floodplain rules require compliance for work proposed inside FEMA-mapped flood hazard areas near the river and its tributaries, a real consideration for basement work anywhere close to that water table.

Two of these provisions land directly on below-grade work. If the parcel falls inside a FEMA Special Flood Hazard Area near the Grand River or a tributary, Chapter 32's floodplain development standards apply and an Elevation Certificate may be required — which can reach what a basement is permitted to become. Separately, the city's preference for Low Impact Development and the 2021 MS4 retention requirement bear on where a system discharges: retaining water on site is the stated direction of travel, which is the opposite of piping it to the street as fast as possible.
